ANALYSIS OF THE APPROVAL OF NEW LEGAL FRAMEWORK FOR BASIC SANITATION (2020) BASED ON “NARRATIVE POLICY FRAMEWORK” (NPF)

Abstract

This text aims to analyze the approval process of the New Legal Framework for Basic Sanitation (NLFBS) in the Legislative Chamber based on the Narrative Policy Framework (NPF). With the application of the framework, it was possible to verify how the production of public policy defenses permeates different narrative constructions, depending on how each actor identifies, for example, the role and efficiency of State in policies. The article was developed from the analysis of the Bill for NLFBS and two favorable opinions. Furthermore, the paragraphs of each document were coded in at least one narrative element with the aid of qualitative analysis software and, from that, it was possible to make comparisons among the three files.
