SEXUAL VIOLENCE IN THE MUNICIPALITY OF PELOTAS - RS

Abstract
This paper analyzes the creation of the Permanent Campaign for Awareness and Confronting Sexual Harassment and Violence in the Municipality of Pelotas, arising from Legislative Decree No. 672 of 2018, noting that sexual violence in public places is a global social problem of a history that rooted a culture of male domination over the female body. From this perspective, it analyzes the literalness of the norms, its principles, objectives and actions and conducts a documentary assessment of the reasons that led to the agenda of violence against women on the agenda for the discussion of public policies in the city of Pelotense. The study also presents data collected by the quantitative surveys "Sexual Harassment in Public Transport in Pelotas: above the national average" and "Survey of Female Victimization in the Pelotas Trade Sector", carried out by the Interdisciplinary Working Group and Criminal-Penitentiary Studies (GITEP). The results indicate the need for a collective struggle for the protection of women and the fight against forms of violence, as well as the requirement for the public authorities to intensify the actions proposed in the Campaign, so that the laws can get off the ground and effectively change reality. From the analysis, it was possible to conclude by the need for continuity and effectiveness of public policies of a political and social nature that face violence against women, in order to minimize damage, protect victims and to strugle for gender equality, therefore, the legitimacy of the Campaign as one of the multiple tools needed for this fight.
