Abstract
The article shows how the public space is formed in Brazil and the way the nature of this construction has determined the establishment of a totally upside down public system of education, in the sense that it creates inequalities instead of hindering their progress. Also, the article develops the notion of people and popular linking them to the public education existing in Brazil.
