Abstract
The article originates from a doctoral thesis and analyzes the planning of educational policies and programs at federal, municipal and school levels. The study of Plano de Acoes Articuladas (PAR), of programs such as Programa Dinheiro Direto na Escola (PDDE), Plano de Desenvolvimento da Escola (PDE Escola), Mais Educacao and school's" Projeto Politico Pedagogico (PPP) showed what we call parallelism, an obstacle to the integration of the educational planning levels and to the possible improvements of education in public schools. We have pointed out to the need to integrate the planning levels to strengthen the management in schools, in the local school network, and in the educational system. For that, besides training to utilize technological resources, a continuing training of teachers and managers in educational policies can be a way to encourage participation and to connect planning at the levels of school, city and country.
