Abstract

This work presents a critical reading of the Titula Brasil Program, mainly seeking to identify the highly risky semantic openings that are introduced. It analyses the structure of the field of State policies addressed to the quilombolas, starting from demarcating the passage from the previous moment of judicialization of the quilombola land policy to that of disputes in the government budget field in recent past (2012) to present days, focusing on determining a profile of treatment of the subject in the Dilma, Temer and Bolsonaro governments, and
analyzing also the effective commitment of resources for the titling of quilombola lands. This documentary survey will be directly associated with the amount of land titling by INCRA, which we understand to present a social symptom of the issue. Finally, we analyze the Programa Titula Brasil, presenting social and political aspects of its emergence, highlighting its creators and the social subjects that define its profile. We verified that the program is marked by the interests of large estate owners, privileging the legitimacy of land grabbing and violence in the countryside, and disregarding ethnic demands. Therefore, the program becomes a risk when it distributes titles without any clear regulatory framework and safeguards regarding State action. This characterizes a policy of direct harassment to the agrarian reform clientele and, indirectly, a collateral risk for the policies for regularization of ethnic territories in Brazil.
