Abstract

In a context of significant expansion in the participation of young people in youth public policies offered by various levels of government, this text deals with the notions that pervade the discourse of these policies. The empirical support that served as the basis for this reflection is from an ethnographic fieldwork carried out in a multi-placed at various times, between the years 2007 and 2012, among youth, educators and coordinators of Projovem Urbano Program in Fortaleza. The approach used was qualitative, having, as methods, experiential and participant observation in the activities of the program and conducting semi-structured interviews. The study shows that the discursive strategy of youth public policies has as main concepts: opportunity, interest, social exclusion and inclusion, which can sometimes increase the representation of that poor young people have unstructured life and that participation in a social project would be his way of salvation. The binary classification, excluded and included, produces imaginary divisions among young people who have an "interest" in changing their lives and those who do not take the opportunity granted by the State. In this sense, there is a system of morality that permeates the discourse of the Program and proposes a procedure to be followed by the young.
