Abstract
This article analyses the contradiction in creating Municipal Councils of Education as governamental policy and the great dificulties for the effective intervention of such Councils on public decisions on educational matters. It points out the simultaneity of the creation of the Councils and the municipalization of primary education in Rio Grande do Sul. It also raises questions on the possibility of the Councils being an instrument of social participation on public administration, within an authoritarian context.
