Abstract

In the 80’s with the arising of the notion of the basic education priority, programs/projects were implemented to face, in the first series of the fundamental teaching, the high rates of circumvention and repetition. In the 90’s, the capitalist relations in international and national scope contributed with the transition of the notion of the elementary teaching to the “Basic education centrality”. As result of this process programs/projects were developed which aim to reach the improvement of the scholar flow, by means of the automatic promotion and the lag corrections grade-age, alternatives considering necessaries to reach the productivity and rationality economical criteria.
