Abstract

Studies show that education in Brazil since the 1930s has been subject of disputes and different interests which has spurred scientific status seeking groups for the definition of educational proposals. Within this framework lie the first surveys conducted by the Center for Educational Research and Studies (CEPE) who analyzed the situation in the state of Santa Catarina, Brazil with efforts to implement education reform and to solve problems lingered over time. This article examines some aspects of a merit based school project from CEPE publications expressing educational planning beliefs based on the guidance of international organizations like UNESCO through its technical expertise aiming at organizing the state education system. The meritocratic education profile was analyzed from contemporary sociological studies focusing on school meritocracy to understand both implicit and explicit intentions in studies carried out by CEPE.
