THE TRIAD CYCLE OF LITERACY - PANIC-ANA AS A CIRCULAR BIOPOLITICAL FLOW THAT GENERATES LITERACY IN BRAZIL
Abstract
This article presents part of a study that aimed to analyze the current public literacy policies in Brazil, starting from the problematization of how the triad - Literacy Cycle-PNAIC-ANA - operates on the literacy teacher and how it effects him/her. To this end, we performed documentary analysis of the legislation and conducted semi-structured interviews with literacy teachers. Based on the foucaultian thought, we argue that such a triad operates on the teacher from a Circular Biopolitical Flow perspective, articulating knowledge, powers and modes of subjectivation, thus causing the teacher to sometimes bend to policy discourses, sometimes produce leaks and tears in the established order.
