Abstract

The aim of this paper is to discuss the transformations of the possibilities of access to the world wide web, problematizing the insertion modes in the internet galaxy. From a resumption of policies to promote digital inclusion, especially in the educational field, it is shown that the appropriation of digital media has been much more successful through other strategies. This appropiation has been rapidly expanding the user base, allowing access to processes of political activism that involve the use of digital tools, particularly social networks. In this sense, the article argues that we would be moving from an emphasis on digital inclusion policies to a use of digital technologies that includes into the political processes of world constitution.
